Inclusion Review feedback leads to improved services

As a result of the Inclusion survey, which took place in December 2021, Bexley is working with Horizons to improve the outreach package and to alter the memorandum of understanding to inform provision from September 2022. These developments will be iterative and will develop over time.

The survey itself identified some barriers to the system working as well as it could and some key areas for improvement.  It also revealed that much of the system is working well and is highly valued including the interconnectivity of SEND and Inclusion services and the knowledge and expertise across various partners.

Barriers identified by stakeholders related to how inclusive the Bexley culture is, the lack of transparency around the criteria for early help, whether the offer is proactive enough and the fact that some services need parental consent.  Stakeholders suggested that the system would operate more effectively if there was more strategic coherence, with the offer linked to the child’s needs, the impact on the child and an evaluation to inform refinements to the offer.

There were 50 responses to the Inclusion survey which, as some partners chose to answer as a federation of schools or as a multi academy trust, represented 66% of Bexley’s 59 primary schools, 100% of the all-through schools, half of the four grammar schools and 81% of the non-selective secondary schools.
